Since 1989, as lecturer on economic law and maritime law at Shanghai Fisheries University
Since Oct. 1993, as director of International Division and deputy director of Lv&Li Law Firm
Since 1996, as director of First Division and deputy director of Shanghai Jinlian Law Firm, which merged with Shanghai TianHe Law Firm and Beijing GreatWall Law Firm Shanghai Office in May 1999, giving rise to AllBright Law Offices. Mr. Luo became one of the Partners of the new law firm since then.
Mr. Luo is also the member of Shanghai Institute of Laws and the 93 Scholars' Association.

Mr. Luo's practice on real estate service began in 1994, and then became the main concentration of his career. The legal service provided by Mr. Luo included all relevant fields of real estate, such as asset restructuring of real estate enterprises, transfer of equity rights, establishment of project companies, project negotiations, due diligence, lawyer's testimony, provision of legal opinions, funds supervision during the transaction of commodity premises, review of contracts, establishment for real estate enterprises of database of laws, regulations and project management, bidding and tendering service, and residents removal service etc. The service model “operating procedures of project supervision and legal tracking service for property development” initiated by Mr. Luo has been welcomed by real estate enterprises at home and aboard. His publication “Legal Guidelines for Property Development Projects”(LJR FDCFD VCD Version 2001) was registered by Shanghai Copyright Administration, which was welcomed by dozens of developers after installation. Mr. Luo's achievement was widely reported by domestic and overseas media and has also been recorded in the book “Famous real estate lawyers in Shanghai”, which was published by Shanghai University of Finance and Economics.

Experience
Up to now, Mr. Luo has acted as project or corporate legal counsel for dozens of large investment companies and real estate enterprises at home and aboard. The projects include infrastructure, residential, shopping mall, industrial, office buildings etc. Mr. Luo dealt with hundreds of cases on construction, real estate, affiliated company affairs, and creditor's right recovery etc.
Teamwork and professionalism is our service strength. Mr. Luo will structure the project team and standardize the service and fee model. Lawyers with different expertise and experience will serve separate aspects of the project. Mr. Luo will supervise and control the work quality after several rounds of review and discussion.

Since 2006, Mr. Luo is the Real Estate and Construction column editor of People.com.cn's Shanghai site.

The real estate team of Mr. Luo has approximately 10 members with different background:
Ms. Fu Lian'fang has almost 10 years experience, who has lawyer and CPA certificates. She ever was an English interpreter before join AllBright.
Ms. Wu Hong'wei ever was the judge of the Shanghai High court and associate Professor of Shanghai Jiao'tong University.
Ms. Hu Jie, with an LLM degree, ever worked for a property developer.
Ms. Li Jia'rong has 5 years experience in real estate legal service. She is attending the tax qualification test.
Mr. Li Yun is an assistant engineer. He has extensive experience in construction and real estate legal service.
Mr. Wang Jia'lan ever was a judge. He is very competent in litigation.
Mr. Chen Bei'li, with BEng and LLM degree, is assistant engineer and qualified lawyer, invited to join the Chartered Institute of Arbitrators.
