Donghui Fu is Partner of AllBright Law Offices, one of the largest law firms in Shanghai and in China, and Managing Partner of AllBright Beijing office. Mr. Fu has been educated both in mainland China and Europe and has long experiences in the area of international trade laws in China and Europe. He is well known as a leading expert in the anti-dumping and WTO related affairs in China. Donghui Fu is a member of WTO Committee of All China Bar Association, and frequent lecturer at high level seminars in the anti-dumping area.
Donghui Fu was graduated from Fudan University at the end of 1970's majoring in the French literature. He received a Master's degree in Chinese law from East China Institute of Politics and Laws in 1985 and a Master's degree in European Law from Université de Libre Bruxelles in 1989. He has also completed a period of in-service training at the European Commission in Brussels. His working languages are Chinese, English and French.
Donghui Fu has been working actively in the area of international trade law and been cooperating closely with the world leading law firms in this area, such as Van Bael & Bellis law firm (EU) and Willkie Farr & Gallagher (USA). His legal practices involve mainly anti-dumping affairs, but also cover other trade related matters, such as technical barriers to trade; GSP treatment; rules of origin; agricultural policy; sanitary and phytosanitary inspection; market access, quota system for textile trade within framework of MFA and ATC, countervailing and safeguard measures.
In the anti-dumping area, Donghui Fu has handled a very large number of cases covering the EC anti-dumping law, The US anti-dumping law, the China anti-dumping law, and other countries' anti-dumping laws. His successful business records in the anti-dumping area are highly appreciated by the clients.
Because of his well known expertise in the international trade laws, Donghui Fu has been invited in the elaboration of the Chinese trade laws, covering anti-dumping, countervailing and safeguard Regulations and some implementing rules. He was also in Charge of English translation of more than dozen implementing rules for anti-dumping, countervailing and safeguard Regulations, which have been submitted to the WTO Secretary by Chinese government.
In 2003, Donghui Fu has made an important contribution to the research of competition laws, particularly with regards to the WTO multilateral negotiation on competition policy and received the best award from All China Bar Association.
Donghui Fu has published a large number of articles in China as well as in Europe, which covers a variety of topics in the international trade laws. As expert in the European laws, a major part of his publications cover also European law and the EU-China trade relations. |
