Zhuhai Court Issues Landmark Macau-Related Arbitration Investigation Order in 1-Day Record

On June 27, 2025, the Zhuhai Intermediate People’s Court made a significant move by issuing China’s first investigation order for a Macau-related commercial arbitration case, as a supportive measure for the Zhuhai Court of International Arbitration (Hengqin International Arbitration Center).
The completion of evidence collection from banks was done within 24 hours with support from the Zhuhai Intermediate People’s Court. This breakthrough marks the first case under the new measures issued by the Guangdong Provincial Higher People’s Court. These measures took effect on June 19, 2025, empowering arbitration institutions to apply for court-issued investigation orders with equal legal force as judicial inquiries.
As the tribunal needed access to typically protected bank records in this case, the court issued a legally binding investigation order, enabling the tribunal to obtain critical banking information as it verifies loan transaction records in cross-border disputes. Following the new measures, this case sets an example of overcoming the long-standing challenges in gathering evidence for arbitration cases.
This institutional innovation significantly enhances judicial support for international arbitration, advances the development of the Guangdong-Hong Kong-Macao Greater Bay Area as an international hub for commercial dispute resolution, and fosters a world-class business environment.
