The Catalogue of Industries Encouraging Foreign Investment (2022 Edition) (the “Encouragement Catalogue”) has been deliberated and approved by the 22nd Committee Meeting of the National Development and Reform Commission on July 29, 2022, reviewed and signed by the Ministry of Commerce, and approved by the State Council, and will take effect from January 1, 2023.
The revision and promulgation of the new version of the Encouragement Catalogue is an important measure to implement the decisions and arrangements of the Party Central Committee and the State Council and further helps to stabilize foreign investment. In addition to maintaining the general stability of the existing incentive policies, this revision further expands the scope of foreign investment encouragement in accordance with the principle of "total increase and structural optimization". The Encouragement Catalogue includes 2 parts, namely the National Catalogue of Industries Encouraging Foreign Investment (the “National Catalogue”) and the Catalogue of Advantageous Industries for Foreign Investment in the Central and Western Regions (the “Central and Western Catalogue”). On the basis of increasing the number of entries and optimizing the structure of the catalogue, the National Catalogue focuses on the high-quality development of the manufacturing industry and accelerates the iterative upgrading of technology; on the basis of adapting measures to local conditions and taking into account the resource endowments and industrial conditions of various localities, the Central and Western Catalogue has added or expanded relevant entries to further optimize the regional layout of foreign investment.
