On May 10, 2022, the National Development and Reform Commission (NDRC) and the Ministry of Commerce (MOFCOM) jointly released the Catalogue of Encouraged Industries for Foreign Investment (2022 Edition) (Exposure Draft) to gather public opinions until June 10, 2022.

Compared to the 2020 edition, the 2022 Catalogue will add 238 more items, while up to 114 existing items will be modified with expansion, and 38 items will be removed. The increase is particularly relevant to the following three issues: (i) further encouragement of foreign investments in manufacturing sectors, with addition or expansion of components, spare parts, equipment manufacturing and other items in the National Catalogue; (ii) further encouragement of foreign investment in production-oriented service industries, with addition or expansion of professional design, technical services and development, and other items in the National Catalogue; and (iii) further encouragement of foreign investment in the central, western and northeastern regions, with the addition or expansion of the relevant items in the Encouraged Catalogue for Western and Central Regions based on the regions’ advantages in workforce and featured resources, as well as the needs for attracting investment.
