Eight Departments Release the Implementation Plan for Digital Transformation of the Machinery Industry

On August 1, 2025, eight departments including the Ministry of Industry and Information Technology jointly promulgated the Implementation Plan for the Digital Transformation of the Machinery Industry (2025-2030) (the “Plan”) to advance the industry’s digital transformation and intelligent upgrading.
The Plan outlines that by 2027, digital and intelligent technologies shall be pervasively applied across product R&D and design, production and manufacturing, operations and management, and maintenance and services. The Plan envisages that enterprises achieving Level II or above in intelligent manufacturing capability maturity will comprise 50% of the total, with no fewer than 200 benchmark intelligent factories being established. Furthermore, a cohort of specialized system solution providers possessing dual expertise in both the industrial sector and digital technology will be cultivated, and at least 200 exemplary scenario-based solutions developed, so as to substantially enhance service capabilities. The Plan also sets out that by 2030, large-scale machinery industry enterprises will have fundamentally completed a cycle of digital transformation, with 60% of enterprises achieving Level II or above in intelligent manufacturing capability maturity, and no fewer than 500 benchmark intelligent factories constructed. A comprehensive, secure, and controllable product and service supply system will be established.
The Plan addresses both the internal digital transformation of the machinery industry and its role in enabling the digital transformation of other sectors. This will propel the high-end, intelligent, and green development of the machinery industry for an advanced new industrialization.
