China Unveils Management Measures for Comprehensive Utilization of Power Batteries for New Energy Vehicles (Exposure Draft)

On December 2023, the Ministry of Industry and Information Technology has issued the Management Measures for Comprehensive Utilization of Power Batteries for New Energy Vehicles (Exposure Draft) (the “Management Measures”) for public comments. The Management Measures aims to increase the management of the comprehensive utilization of wasted new energy vehicle power batteries, promote resource recycling and high-quality development of the new energy vehicle industry.
The Management Measures clarifies the responsibilities of various business entities. In principle, automobile manufacturers should bear the main responsibility for the recycling of installed power batteries; battery manufacturers should bear the responsibility for recycling power batteries sold directly to the market; and motor vehicle maintenance operators, recycling operators and other entities should perform corresponding responsibilities in all aspects to ensure the standardized use and environmentally friendly treatment of wasted power batteries.
With the implementation of the Management Measures, which applies to the comprehensive utilization management of wasted power batteries, including power battery research and development, design, production, installation, China is expected to standardize the recycling of power battery, and facilitate the development of new energy vehicles industry in a way that is eco-friendly.
