Hainan Free Trade Port to Permit Multi-point Affiliation of Foreign Cruise Ships from October 15th

In order to standardize the cruise market order at Hainan Free Trade Port and promote the safe and healthy development of the cruise economy, the Hainan provincial government recently released the Measures for the Administration of Multi-point Affiliation of Foreign Cruise Ships in Hainan Free Trade Port (the “Measures”), which is scheduled to come into force from October 15, 2021 till the expiry date of December 31, 2024.
According to the Measures, if a cruise ship operator plans to operate a multi-point affiliation business, it shall submit the relevant documents, including an application, its unified social credit code, ship information and certificate of passenger injury liability insurance policies, etc. to the provincial transport department for permission, which will complete the review and examination within 10 business days. A cruise ship operator which has been approved to carry out a multi-point affiliation business in Hainan Free Trade Port shall not allow passengers to leave the ship when they are affiliated to the port of Hainan Free Trade Port. All relevant port operators shall refrain from providing berthing and ship boarding and disembarkation services for cruise ship operators which have not obtained approval to carry out a multi-point affiliation business in Hainan Free Trade Port.
