CSRC Unveils Five-Pronged Measures to Deepen Mainland-Hong Kong Capital Market Cooperation

On August 3, 2026, China Securities Regulatory Commission (CSRC) Chairman Wu Qing, speaking in Hong Kong at the listing ceremony for five-year RMB-denominated treasury bond futures on the Hong Kong Exchange, announced a new package of measures to deepen practical cooperation and coordinated development between the mainland and Hong Kong capital markets.
The measures span five areas of coordination:
Functional coordination: Supporting eligible mainland enterprises’ listings in Hong Kong, quality Hong Kong issuers’ listings onshore, and bond issuance in the mainland by eligible Hong Kong enterprises.
Product coordination: Expanding joint indices and ETFs based on Chinese assets, streamlining ETF registration, and supporting more RMB-denominated futures products in Hong Kong.
Ecosystem, regulatory, and governance coordination: Support for securities and fund firms expanding in Hong Kong, mutual recognition of professional qualifications, strengthened cross-border supervisory and risk-monitoring cooperation, and sustainability-disclosure pilots for listed companies.
Wu noted that international investors now hold RMB 3.2 trillion in Chinese bonds, reflecting rising demand for interest rate risk management tools, and that the new futures listing reinforces Hong Kong’s role as a global offshore RMB hub.
Firms operating across both markets should monitor forthcoming implementation details on index cooperation, ETF registration, and cross-border qualification recognition as these measures are rolled out.
