China Enhances Cooperation with Latin America and Caribbean via Newly-issued Policy Paper

On December 10, 2025, the Chinese government released the third China’s Policy Paper on Latin America and the Caribbean (LAC) (the “Policy Paper”). On the same day, the Ministry of Foreign Affairs held a press conference to introduce the document and outline next-step cooperation.

 

The Policy Paper reviews the development of China–LAC relations and sets out China’s policy objectives and cooperation priorities under the vision of building a China–LAC community with a shared future. It emphasizes support for LAC countries in pursuing development paths suited to their national conditions, and underscores the one-China principle as the political foundation for state-to-state relations. Substantively, it proposes advancing five programs on Solidarity, Development, Civilization, Peace, and People-to-People Connectivity, with a focus on deepening political dialogue, enhancing governance coordination in multilateral fora, and expanding practical cooperation. Key areas highlighted include high-quality Belt and Road cooperation, trade and investment facilitation, financial cooperation, energy and resources, infrastructure, manufacturing and industrial chains, agriculture and food security, science and technology innovation (including AI governance), climate and biodiversity, as well as law enforcement and judicial cooperation, cybersecurity, education, culture, tourism, and sub-national exchanges.

 

In summary, the Policy Paper signals China’s continued commitment to comprehensive and mutually beneficial South–South cooperation with LAC partners. It seeks to translate the five programs into concrete mechanisms and projects that promote shared development, stability, and people-to-people ties, while injecting new momentum into China–LAC relations.
