On October 31, 2025, the National Energy Administration issued the Guiding Opinions on Promoting the Integration and Development of New Energy (the “Guidance Opinions”). The Guidance Opinions aims to promote the large-scale development and high-level consumption of new energy as a whole.
The Guidance Opinions emphasizes "integration and fusion" as the central pathway for the next stage of energy transition. It calls for comprehensive overhaul of development models across solar, wind, hydropower, storage, hydrogen, and emerging non-electric applications. Specifically, it outlines 14 specific measures across four aspects: accelerating the multi-dimensional and integrated development, vigorously promoting the coordinated development, actively improving diversified non-electric utilization, and strengthening organizational guarantee. To ensure the success of these measures, the Guidance Opinions sets out specific requirements, including unified planning for projects, faster approval processes, and improvements to grid management. It also introduces stronger market-driven mechanisms, and urges the establishment of certification standards for emerging non-electric energy sources like green hydrogen, ensuring that these technologies are properly recognized and supported.
