SAMR Issued Measures for Administration of Credit Repair in Market Regulation

On November 21st, the State Administration for Market Regulation released the Measures for the Administration of Credit Restoration in Market Regulation (the “Measures”), which will take effect on December 25, 2025.
The Measures clarify the scope of credit restoration, classification management, disclosure periods, and restoration requirements. Information on unlawful or dishonest conduct is categorized into minor, general, and serious violations, each with corresponding disclosure periods and conditions for restoration. Applicants must submit required materials for credit restoration, and market regulation authorities must process applications within prescribed time limits. Enterprises undergoing bankruptcy reorganization may apply for temporary credit restoration.
Decisions on credit restoration may be delivered electronically through the national unified platform. Third-party information service providers are required to promptly update credit restoration information.
