Ten Authorities Issued Measures on Green Product Certification and Labeling Administration

Recently, the above ten authorities jointly released the Notice on Issuing the Measures for the Administration of Green Product Certification and Labeling (the “Measures”).
The Measures came into effect on January 1, 2026, and the Measures for the Administration of the Use of Green Product Labels will be repealed simultaneously. The Measures clarify that green product certification includes both comprehensive certification and partial certification, and establish unified product catalogues, evaluation standards, certification rules, and product labels. Certification bodies must be approved by the State Administration for Market Regulation, and testing institutions must obtain the relevant accreditation.
Green product certifications will be valid for five years and must specify the applicable inquiry channels. Products that have obtained certification may use the green product label, which is categorized into labels for comprehensive certification and partial certification. Enterprises may affix the label to the product itself, packaging, instruction manuals, and online platforms, among other locations.
Market regulation authorities will be responsible for supervision and inspection. Relevant administrative penalty information will be incorporated into the National Credit Information Sharing Platform and the National Enterprise Credit Information Publicity System. Illegal activities such as forging, altering, misusing, trading, or transferring certification certificates or labels will be punished in accordance with the law.
