China Unveils 15th Five-Year Plan for Renewable Energy Development

On July 6, 2026, the National Development and Reform Commission and the National Energy Administration jointly issued the 15th Five-Year Plan for Renewable Energy Development (the “Plan”). The Plan envisions that during the 2026–2030 period, China's renewable energy sector will enter a new phase of development featuring expanded capacity, enhanced quality and reliable substitution.

 

To that end, the Plan sets forth targets across four dimensions—total consumption, power generation, non-electric utilization and reliable substitution—with the specific goal of raising total renewable energy consumption to approximately 1.8 billion tonnes of standard coal equivalent by 2030. To meet these targets, it outlines seven priority tasks: expanding renewable power supply; boosting reliable substitution capacity; achieving breakthroughs in non-electric applications; increasing the overall share of renewable consumption; strengthening technological and industrial competitiveness; refining policy and institutional frameworks; and deepening international cooperation.

 

At its core, the Plan addresses critical energy demands and seeks to accelerate the cultivation of new quality productivity in the energy sector by leveraging technological innovation, industrial upgrading and market-oriented reform as key drivers.
