Facilitating the Entry and Exit of the Zone: Implementation of the Shanghai Dongfang Hub International Business Cooperation Zone Management Measures

On August 1, 2025, the Shanghai Dongfang Hub International Business Cooperation Zone Management Measures (the “Measures”) came into effect, explicitly stipulating provisions for facilitating the entry and exit of domestic and foreign personnel, as well as streamlining the management of luggage and personal belongings.

 

Concerning the entry and exit of foreign personnel into the Zone, the Measures stipulate that individuals arriving via international (regional) flights at Pudong International Airport shall present valid international travel documents alongside an invitation registered with the Zone’s comprehensive management authority. Following verification by immigration authorities, entry into the Zone is granted. Foreign nationals may remain within the Zone for a period of 30 days to conduct business activities, with provisions for extension under reasonable circumstances in accordance with regulations.

 

To enhance the service and support functions of the Business Cooperation Zone, the Measures mandate the construction of infrastructure encompassing networks, transportation, and energy, alongside high-standard commercial and leisure facilities including catering, accommodation, retail, cultural and sports amenities, and medical services.

 

The Shanghai Dongfang Hub International Business Cooperation Zone encompasses a planned area of approximately 0.88 square kilometers, situated east of Pudong International Airport and south of Shanghai East Station. Wu Qunfeng, Deputy Director of the Shanghai Dongfang Hub International Business Cooperation Zone Administration Bureau, stated, ‘By the end of 2025, the pilot phase of the Business Cooperation Zone will be completed and its basic functions will be operational. By 2028, the entire Business Cooperation Zone will be fully operational, and key functional infrastructure projects will be completed. By 2030, the Business Cooperation Zone will be comprehensively developed.’
