On February 13, 2026, the Ministry of Industry and Information Technology and three other government departments jointly released the Implementation Plan for High-Quality Development of Energy-Saving Equipment (2026-2028) (the “Implementation Plan”). The Implementation Plan is formulated to help carry out the Action Plan for Green and Low-Carbon Development of the Manufacturing Industry (2025–2027), responding to national strategies on energy conservation, green transition, and energy security.
The Implementation Plan strives to achieve breakthroughs in key materials and components for energy-saving equipment and to reach internationally leading levels in the efficiency of major equipment such as electric motors and transformers. The plan focuses on six major types of energy-saving equipment, including electric motors and load equipment, transformers, industrial heat pumps, industrial refrigeration (heating) and heating equipment, water electrolysis hydrogen production equipment, and information and communication equipment. The application of next-generation information technologies, such as artificial intelligence, is also mentioned in the Implementation Plan.
As the high-quality development of energy-saving equipment is a key step to improve industrial energy efficiency, the Implementation Plan will not only support growing energy demand, but also facilitate the achievement of carbon peaking and carbon neutrality goals in the long run.
