On December 30, 2025, the General Office of Shanghai Municipal People's Government issued the Measures to Further Support Foreign-Invested R&D Centers in Enhancing Capabilities (the "Measures"), effective from January 1, 2026, with a validity period of five years. The Measures include 26 specific initiatives across ten key areas to boost their agglomeration development and capability upgrading of foreign-invested R&D centers, serving Shanghai's construction of an international sci-tech innovation center.

Key supports cover increasing R&D investment with subsidies for basic research and the use of scientific research instruments, encouraging open innovation via industry-university-research cooperation and achievement transformation, facilitating integrated R&D and manufacturing, optimizing customs clearance for scientific research materials, and enabling law-based cross-border data flows. They also strengthen financial support and talent services, further optimizing the business environment for foreign-invested R&D centers.
