CAC Releases Draft Measures for Administration of Cybersecurity Labels for Public Comments

On November 22nd, the Cyberspace Administration of China issued a notice seeking public comments on the Measures for the Administration of Cybersecurity Labels (Draft for Comment), with the feedback deadline set for December 6, 2025.
The draft measures apply to products with Internet connectivity functions and introduce a cybersecurity labeling system with three tiers: Basic Level (one star), Enhanced Level (two stars), and Leading Level (three stars), corresponding to national, domestically advanced, and internationally advanced security levels, respectively.
Participation by product manufacturers is voluntary. Manufacturers must undergo cybersecurity capability testing and complete a filing process, which requires submitting materials such as testing reports, label designs, and business licenses. The validity period of the cybersecurity label will be specified in the implementing rules. Manufacturers must re-file when key parameters change or when the label expires.
The draft measures prohibit forging, misusing, or falsely promoting cybersecurity labels. Entities that violate these provisions will be barred from filing again for one year.
