On April 8, 2026, four Chinese government agencies—the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the National Data Administration—jointly released the Action Plan for Promoting Two-Way Empowerment of Artificial Intelligence and Energy (the“Action Plan”).

 

The Action Plan outlines a comprehensive set of tasks: ensuring safe, green energy supply for AI computing facilities by co-locating them with large-scale renewable bases and exploring direct connections to nuclear and hydrogen power; driving low-carbon transition through higher green electricity use; coordinating computing and power systems so that AI facilities can act as flexible loads; opening high-value energy scenarios for AI applications; unlocking the value of energy data; advancing AI models in the energy industry; and building a two-way empowerment ecosystem. It sets a target of establishing an initial energy support system with enhanced clean energy-computing interaction and open scenarios by 2027, and a 2030 vision for world-leading clean energy supply for AI computing and deep integration of AI in the energy sector.

 

In summary, the Action Plan underscores China’s commitment to leveraging AI for energy transformation while ensuring sustainable power for AI development. It aims to build a safe, efficient, green, and intelligent energy system, marking a strategic move under China’s“AI+”initiative to foster synergistic growth between these two critical sectors.
