PBOC Releases the "15th Five-Year Plan" Reform and Development Plan

On August 10, 2026, the People's Bank of China issued the Reform and Development Plan of the People's Bank of China for the 15th Five-Year Plan Period (the “Plan”), together with nine action plans covering specific fields.
Guided by the goal of accelerating the building of a strong financial nation, the Plan sets out the key reform and development tasks of the PBOC for the 2026–2030 period, covering five major areas.
1. A Sound and Prudent Monetary Policy System and a Comprehensive Macroprudential Management Framework
Improve the modern monetary policy framework with Chinese characteristics, improve the macroprudential management system, keep the RMB exchange rate basically stable at an adaptive and equilibrium level, and prudently defuse financial risks in key areas.
2. Continuously Enhancing the Effectiveness of Financial Services for the Real Economy
Build a financial policy system that provides precise and strong support for major strategies, key areas and weak links, pursue the ‘Five Key Financial Priorities’ of Sci-Tech Finance, Green Finance, Inclusive Finance, Pension Finance and Digital Finance, and strengthen financial support for boosting and expanding consumption.
3. Building an Open, Inclusive, Vibrant and Resilient Modern Financial Market
Improve the multi-category, multi-tier financial market system, diversify market structures, strengthen market institutional development , and maintain smooth and steady market operations.
4. Steadily Advancing High-Level Opening-Up of the Financial Sector
Advance RMB internationalization, deepen two-way opening-up of financial markets, improve the RMB cross-border payment system, accelerate the building of Shanghai as an international financial center, consolidate and elevate Hong Kong's status, and coordinate opening-up with security.
5. Optimizing Financial Infrastructure and the Central Bank Service System
Promote a well-laid-out, resilient financial infrastructure system, improve central bank financial services, steadily develop the digital RMB, and advance the building of a rule-of-law and digital central bank.
