Xiang Dong is a senior partner of AllBright Law Offices and holder of a master’s degree in law. She was elected by ALB as one of the top 100 business lawyers in China. Having a deep understanding of ADA, SCMA and AOS in the EU, Canada, Australia, India, South Africa, Turkey, Brazil, and Argentina, etc, she specializes in WTO and international trade issues since practice. She has represented and advised various clients, including the Chinese government, chambers of commerce, associations and more than a hundred exporting companies, on responding to anti-dumping, anti-subsidy and safeguard investigations launched by the EU, South Africa, India, Argentina, Egypt and Turkey.

Xiang has rich experiences in all aspects of trade remedy procedures, including anti-dumping investigation, anti-subsidy investigation, industry injury defense, price undertaking, anti-circumvention, anti-absorption, and different types of reviews (new exporter review, interim review and expiry review). With extensive knowledge and practical experience in this area, she successfully assisted Chinese companies in acquiring market economy treatment in responding to the EU and India, and obtaining zero-rated duty andno injury to domestic industry in numerous anti-dumping and anti-subsidy cases. Xiang also represented the Chinese government in responding to anti-subsidy investigations launched by the US, the EU and Turkey, and terminating the proceeding of special safeguard cases on behalf of the Chinese government. Besides winning lowest-rated tax for clients in many cases, she participated in price undertaking negotiations and secured deals between Chinese exporters and the EU or Brazil as regards castings, citric acid, magnesia bricks, and solar panels. Xiang also provides pre-response preparation guidance and daily trade monitoring services to companies, in order to avoid anti-dumping investigations, fully prepare for possible anti-dumping investigations, or secure the obtained preferential tax rate for the companies. She also cooperates with investigators regarding the execution of price undertakings.

Xiang has published several papers on the US anti-dumping law, the EU anti-dumping investigation rules and safeguard measures, and participated in a number of research projects led by the PRC Ministry of Commerce and other institutions. She also cooperated with others on treatises, includingResearch on Multilateral Rules of WTO and Initiation of Anti-Dumping Investigations(Tongji University Press),Research on WTO AD and SCM Rules Negotiations of Doha Round(Law Press), andResearch on Multilateral Rules of WTO and Anti-Circumvention Rules in Anti-Dumping Law(China Democracy and Legal System Publishing House).
