AllBright and the Shanghai Municipal Bureau of Sports entered into a cooperative agreement on a research project concerning the implementation of a blacklist mechanism in the local sports market on November 30th 2018. The main purpose of the research project is to formulate regulations that adapt to Shanghai’s regional conditions, in accordance with the Instructions of Establishing and Improving the System of Joint Incentives of Good Faith and Joint Disciplinary System of Dishonesty in order to Build Social Integrity (issued by the State Council), the Notice on Printing and Distributing the Administrative Measures of Blacklisting in the Sports Market (issued by the General Administration of Sport of China), and other relevant rules and regulations. The general goals are to establish sports credit and to promote long-term prosperity and sustainable development of the sports industry in Shanghai.

Partner Jianjun Zheng of AllBright is in charge of the project and his team undertakes the research work. The copyright will be jointly owned by AllBright and the Shanghai Municipal Bureau of Sports.

The government has vigorously promoted the development of the sports industry and introduced a series of favorable policies in recent years, including the Several Opinions on Accelerating the Development of Sports Industry to Promote Sports Consumption (issued by the State Council), the 13th Five-Year Plan for Sports Development, and the Guiding Opinions of Accelerating the Development of the Sports Competition Performance Industry (issued by General Office of the State Council), etc. While the sports industry is developing rapidly, unlawful behaviors and practice also emerge. The research project will be conductive to further standardizing the order of the sports market, promoting the disclosure of supervisory information, and accelerating the establishment of the sports credit system in order to guarantee the healthy development of China’s sports industry.
